France Declares State Of Emergency In New Caledonia As Protests Rage

Paris: 

France has declared a state of emergency on the Pacific archipelago of New Caledonia after violent protests flared up against electoral reforms killing one police officer and three others, the Washington Post reported.

Notably, New Caledonia is a French overseas territory located hundreds of miles off Australia’s eastern coast.

The violence — the worst in decades — is the latest flash point in long-running tensions over Paris’ role in the archipelago.

“On behalf of the government, I reiterate before you the call for calm and appeasement,” government spokeswoman Prisca Thevenot said Wednesday at a news briefing following a ministerial meeting.

She paid tribute to the four people who lost their lives in the unrest and called for “the resumption of political dialogue” to find a solution to the violence.

The state of emergency came into effect at 8 pm (Paris time) on Wednesday and 5 am in Noumea, the island’s capital.

According to French law, a state of emergency can be declared in situations of “imminent danger resulting from serious breaches of public order.”

It grants local authorities expanded powers, to cut off public access to certain areas, for example, and to execute searches and prevent certain individuals from entering those areas if they are deemed to represent a threat to public safety, the Washington Post reported.

“All violence is intolerable and will be the subject of a relentless response to ensure the return of order,” a statement released by French President Emmanuel Macron’s office on Wednesday read.

Reacting to the violent protest, French Prime Minister Gabriel Attal said, “Since the start of the week, New Caledonia has been hit by violence of a rare intensity.” He added that a state of emergency “will allow us to roll out massive means to restore order.”

The unrest began on Monday as French lawmakers prepared to vote on a decision to expand voting rights in the territory. However, critics argue that this could marginalize the Indigenous Kanak population and benefit pro-French politicians. The National Assembly adopted the revision overnight.

But, for the legislation to become a law, both chambers of parliament still must vote a final time, the Voice of America reported.

Groups representing the Kanak people — who make up about 40 per cent of the territory’s 3,00,000-strong population — have long sought independence, while the descendants of European colonizers wish to remain part of France, according to the Washington Post.

Under the 1998 Noumea Accord, which helped end a decade of unrest, voting was to be restricted to Kanaks and individuals born before 1998. But, the new constitutional measure will allow anyone who has been a resident of New Caledonia for 10 years to vote in local elections — diluting the power of the Kanaks.

“We feel oppressed, we’re angry,” Voice of America quoted a woman as saying to the Caledonia TV. She questioned whether people in France were listening to Kanaks like herself.

French Minister of the Interior and Overseas Territories Gerald Darmanin told RTL French radio early Wednesday that “hundreds” of people were injured, including about 100 police officers and gendarmes whose barracks were attacked with axes and live ammunition.

“Calm must absolutely be restored,” he said. “There are hundreds of injured in New Caledonia, dozens of houses and businesses that have been burned, set alight.”

The French High Commission informed on Wednesday that at least 130 people had been arrested. It also reported “numerous” incidents of arson and looting against businesses, infrastructure, and public buildings. The mission added that there had been an attempted ‘prison break’.

The French government has announced the deployment of additional police officers and gendarmes as reinforcements.

French authorities also imposed an overnight curfew and banned gatherings in the capital, Noumea. New Caledonia’s La Tontouta International Airport is closed to commercial flights.

The mineral-rich New Caledonia was annexed by France in 1853, and all inhabitants were given French citizenship in 1957. However, the territory has seen decades of tensions between Kanaks and European descendants over the issue of independence, according to the Washington Post.

In addition to the rules on voting rights, the 1998 Noumea agreement set out provisions for three referendums to decide New Caledonia’s future, but each one rejected ‘independence’. Notably, the last vote, held in December 2021 was boycotted by pro-independence parties, because of the coronavirus pandemic.

Mr Suzman said Ms French Gates made this decision “after considerable reflection, based on how she wants to spend the next chapter of her philanthropy”. “Melinda has new ideas about the role she wants to play in improving the lives of women and families in the US and around the world. And, after a difficult few years watching women’s rights rolled back in the US and around the world, she wants to use this next chapter to focus specifically on altering that trajectory,” he said in a statement.

What is xenotransplantation?

According to the US Food and Drug Administration (FDA), “Xenotransplantation is any procedure that involves the transplantation, implantation or infusion into a human recipient of either (a) live cells, tissues, or organs from a nonhuman animal source, or (b) human body fluids, cells, tissues or organs that have had ex vivo contact with live nonhuman animal cells, tissues or organs.”

Essentially, it is the use of animal cells and organs to heal humans. Xenotransplantation involving the heart was first tried in humans in the 1980s. The need for such a procedure was felt because of the significant gap between the number of transplantations needed by patients and the availability of donor organs.

A 2024 article in Nature notes: “In the United States alone, there are nearly 90,000 people waiting for a kidney transplant, and more than 3,000 people die every year while still waiting.”

The website of Columbia University’s Department of Surgery also points to evidence of neurodegenerative disorders and diabetes being treated with the help of animal cells and tissues.

How does xenotransplantation happen?

In 2023, Dr. Robert Montgomery, the chief of New York University Langone’s Transplant Institute, told Associated Press that sewing a pig kidney into a donated body isn’t much different than a regular transplant, and “post-surgery immune-suppressing drugs are standard, too.”

But there are several crucial additional steps. For one, the animal organ selected has to undergo genetic modifications, so that the human body does not reject it.

A report from the Harvard Medical School, whose physicians were involved in Slayman’s operation, said 69 genomic edits were made to the pig kidney in his case. The gene editing technology CRISPR-Cas9 was employed to “Remove certain pig genes that produce sugars with antibodies our immune systems react to” and “Add certain human genes to improve the kidney’s compatibility with humans.”

Even after the operation, constant monitoring needs to be done to check the body’s response to the organ.

Why are pigs often used for xenotransplantation?

Pig heart valves have been used for replacing damaged valves in humans for over 50 years now. The pig’s anatomical and physiological parameters are similar to that of humans, and the breeding of pigs in farms is widespread and cost-effective.

Also, many varieties of pig breeds are farmed, which provides an opportunity for the size of the harvested organs to be matched with the specific needs of the human recipient.

In January 2022, the first xenotransplantation of a genetically-modified pig heart was done. However, the patient passed away after two months due to a range of factors, including being tainted with a latent virus in the pig heart, which may have contributed to the dysfunction of the transplant.

What are the complications in xenotransplantation?

First, it has to be ensured that the body does not reject the organ. According to the NYU Langone website, one method of doing this is embedding the pig’s thymus gland, responsible for “educating” the immune system, underneath the outer layer of the kidney. This helps keep away any new or delayed immune responses.

The FDA also notes concerns of potential infection of recipients with both “recognised and unrecognised infectious agents and the possible subsequent transmission to their close contacts and into the general human population.”

Another public health concern is the possibility of cross-species infection by retroviruses, “which may be latent and lead to disease years after infection.”

Dean claimed to have discovered a significant production flaw in Spirit-built 737 MAX parts during an examination in 2022. He even brought up the issue with the highest levels of management, but alleged that nobody paid attention to the problem.

According to a Philippine government task group handling the territorial issues, “Vessels of the Philippine Coast Guard and the Bureau of Fisheries and Aquatic Resources were harassed, blocked, and rammed by China’s Coast Guard and maritime militia vessels.”

According to the task force, the electrical, navigation, and radio systems of the Philippine fishing vessel were damaged. It further stated that other journalists who were invited to accompany the patrol saw the fighting.

The task force declared that China’s most recent illegal and careless actions “highlights its egregious disregard for the Philippines’ lawful exercise of its rights and entitlements in our own Exclusive Economic Zone.”

The Philippine vessels pressed on with their patrol despite the Chinese Coast Guard’s actions, according to the Philippine Coast Guard. “They were not deterred and would persist in carrying out their legitimate operations to support Filipino fishermen and ensure their safety,” it added.
