A Delhi Court sentenced a woman to six months in jail for not filing a return on income of ₹2 crores after a complaint was filed by the Income Tax Office (ITO) alleging that TDS (tax deducted at source) amounting to Rs. 2 lakh was deducted against the receipt of ₹2 crore made to the accused during 2013-14, but no return of income was filed. The court sentenced Savitri noting, “The convict is awarded a sentence of simple imprisonment for six months with a fine of ₹5,000 and in default to undergo simple imprisonment for one month.”

While Savitri’s lawyer argued that she is an uneducated widow and has no one to take care of her after which the court granted her 30 days’ bail to challenge the order.

The court noted that the complainant was able to prove beyond reasonable doubt that notices were issued to the accused owing to which she was bound to file a return of income which was admittedly not filed by the accused.

“Accordingly, the accused is held guilty of not filing the return of income for the assessment year 2014-15 under Section 276CC of The Act. Accordingly, the accused is convicted for an offence punishable under Section 276CC of the Act,” the court said in the judgement.

Adani Defence & Aerospace starts South Asia’s largest Ammunition & missiles complex in Kanpur!

Billionaire Gautam Adani’s conglomerate started two defense facilities in Kanpur this week at an investment of 30 billion rupees.

In a boost to India’s defence capabilities, the country’s leading private sector defence manufacturer Adani Defence & Aerospace launched two facilities dedicated to the production of ammunition and missiles in Kanpur, Uttar Pradesh.

The mega facilities, touted as South Asia’s largest, were inaugurated on Monday by Uttar Pradesh Chief Minister Yogi Adityanath, Chief of Army Staff Gen Manoj Pande, Lt Gen N. S. Raja Subramani in the presence of officials from the Ministry of Defence and Uttar Pradesh government.

Spanning over 500 acres, the facility located in Kanpur is set to emerge as one of the largest integrated ammunition manufacturing complexes in South Asia. It is geared to produce a diverse range of high-quality small, medium, and large calibre ammunition catering to the needs of the armed forces, paramilitary forces, and police. The facility has already commenced production, starting with small calibre ammunition, with an initial output estimated to cover 25% of India’s annual requirement, totalling 150 million rounds.

The unveiling of the facilities coincided with the fifth anniversary of the Balakot airstrike ‘Operation Bandar’, a historic operation by the Indian Air Force that was a testimony to India’s strategic assertiveness over external threats.

Speaking on the occasion, the chief minister said, “This is a moment of great pride. The facility is a testimony to Uttar Pradesh’s transformation into an industrial powerhouse and our commitment to Prime Minister Narendra Modi’s ‘Atmanirbhar Bharat’ initiative. Adani Defence & Aerospace has made the largest investment in the Uttar Pradesh Defence Corridor, which will play a crucial role in developing a vibrant defence ecosystem. It is encouraging to see the commencement of operations within 18 months of allocating land. It will be a proud moment when ammunition and missiles produced in these facilities will help in securing the nation.”

Gen Manoj Pande underscored the importance of self-reliance in missiles and ammunition, particularly in light of recent geopolitical developments. He praised Adani Defence & Aerospace’s substantial investments and dedication to indigenizing critical defence technologies, signaling a significant milestone in India’s journey towards self-sufficiency in the defence sector.

“Recent geopolitical events have reemphasized the need for a reliable supply from internal sources for ammunition in preparedness for a long-drawn conflict. Such large investments and willingness of Adani Defence & Aerospace to indigenize critical technologies have built confidence in the users to depend on Indian private industry for strategic military supplies. This complex is a major milestone in India’s journey towards self-reliance in the defence sector,” he said.

Union Cabinet Approves Amendment in FDI policy on space sector, upto 100% in making components for satellites

“Under the amended FDI policy, 100% FDI is allowed in space sector,” a press release said.

The Union Cabinet approved the amendment in the Foreign Direct Investment (FDI) policy on space sector on Wednesday. As per a press release by the government, the satellites sub-sector has now been divided into three different activities “with defined limits for foreign investment in each such sector”.

The decision was taken at the Cabinet meeting chaired by Prime Minister Narendra Modi.

“Under the amended FDI policy, 100% FDI is allowed in space sector. The liberalized entry routes under the amended policy are aimed to attract potential investors to invest in Indian companies in space,” the government said in its press release.

The entry route under the amended policy are as follows:

> Upto 74% FDI under Automatic route: Satellites-Manufacturing & Operation, Satellite Data Products and Ground Segment & User Segment. Beyond 74% these activities are under government route.

> Upto 49% under Automatic route: Launch Vehicles and associated systems or subsystems, Creation of Spaceports for launching and receiving Spacecraft. Beyond 49% these activities are under government route.

> Upto 100% under Automatic route: Manufacturing of components and systems/ sub-systems for satellites, ground segment and user segment.

As per the existing FDI policy, FDI is permitted in establishment and operation of Satellites through the Government approval route only. “In line with the vision and strategy under the Indian Space Policy 2023, the Union Cabinet has eased the FDI policy on Space sector by prescribing liberalised FDI thresholds for various sub-sectors/activities,” the press release said.

It added that the Department of Space consulted with internal stakeholders like IN-SPACe, Indian Space Research Organisation (ISRO) and NewSpace India Limited (NSIL) as well as several industrial stakeholders.

“Non-Government Entities (NGEs) have developed capabilities and expertise in the areas of satellites and launch vehicles. With increased investment, they would be able to achieve sophistication of products, global scale of operations and enhanced share of global space economy,” the government said.

The government said the proposed reforms seek to liberalise the FDI policy provisions in space sector by prescribing liberalized entry route and providing clarity for FDI in Satellites, Launch Vehicles and associated systems or subsystems, Creation of Spaceports for launching and receiving Spacecraft and manufacturing of space related components and systems.

The Indian Space Policy 2023 was notified as an overarching, composite and dynamic framework to implement the vision for unlocking India’s potential in Space sector through enhanced private participation.

The said policy aimed to augment space capabilities; develop a flourishing commercial presence in space; use space as a driver of technology development and derived benefits in allied areas; pursue international relations and create an ecosystem for effective implementation of space applications among all stakeholders, the press released added.

India’s First Spy Satellite Made By Tata Advanced Systems & Satellogic Sent To SpaceX For Launch

India’s first military-grade spy satellite, developed by the domestic private sector, is now ready and has been shipped for launch on a SpaceX rocket. This significant achievement is a collaborative effort between TATA Advanced Systems (TASL) and Satellogic, a Latin American company, according to a report by ET.

Satellite Specifications:

The satellite boasts an impressive 0.5-meter spatial resolution in its imagery, making it capable of capturing fine details from space.

Unlike previous scenarios where exact coordinates and monitoring timings had to be shared with foreign vendors, this satellite’s ground control center will remain in India. This ensures the secrecy of critical information required by the armed forces.

The satellite will be used for monitoring infrastructure and acquiring intelligence related to military targets.

Launch And Control:

The satellite, completed by TASL, is currently being sent to Florida for an expected launch by April aboard a SpaceX rocket.

Once operational, a state-of-the-art ground control centre will be established in Bengaluru, directing the satellite’s path and processing its imagery.

Given the vast coverage needed for monitoring borders and enemy movements, this satellite will significantly enhance India’s intelligence capabilities.

The Bangalore plant, capable of producing 25 low Earth orbit satellites per year, demonstrates India’s growing prowess in space technology.

SAN DIEGO —The U.S. Marine Corps will put a new type of missile-delivery drone to the test in an operational scenario this month, following a year of developmental work, according to a senior service official.

Lt. Gen. Karsten Heckl, the deputy commandant of the Marine Corps for combat development and integration, told reporters the service had been working on two autonomous, low-profile vessels, which resemble drug runners’ semi-submersible boats seen in Central America. The boats are designed to carry two Naval Strike Missiles to Marine units ashore, stealthily delivering their payload without attracting any attention.

“They’re very, very hard — if not downright impossible — to track,” Heckl told reporters after speaking on a panel at the WEST 2024 conference here hosted by the U.S. Naval Institute an AFCEA International. That is because the boats produce almost no wake while gliding through the water, he explained.

After working with a “mom and pop shop” to design and build the two craft, Heckl said the Marine Corps has demonstrated it can launch and recover them from the Navy’s Expeditionary Fast Transport vessels and the Marines’ Stern Landing Vessels.

This month, the Marines will demonstrate the full evolution of using these boats to resupply Marines ashore with the missiles they need to fire at ships from land.

Heckl said the boats will play a role in the Army-led Project Convergence Capstone 4 event in California, featuring in a “multi-domain mobility corridor” phase of the exercise designed to test equipment for resupply and logistics missions.

Service tests so far have been “very successful,” he added, describing the price tag as so low that the craft can be deemed expendable if lost. If the Marine Corps does decide to pursue buying these in larger numbers, however, Heckl said the service will have to find a bigger contractor for production.

The anxious family of the Navy veterans had begged for their release and a safe return to their country, and the Ministry of External Affairs (MEA) had promised to use all diplomatic channels as well as set up legal support to get them back. 

The Ministry of External Affairs (MEA) announced in an official statement on Monday that seven of the eight former Navy officers have already returned to India.

The decision to release the veteran officers was welcomed by the Union government, which issued an official statement stating,  “The Government of India welcomes the release of eight Indian nationals working for the Dahra Global company who were detained in Qatar. Seven out of the eight of them have returned to India. We appreciate the decision by the Amir of the State of Qatar to enable the release and home-coming of these nationals.”

Process of overhaul of Tank T-72 should include stripping of the tank, removal of assemblies, stripping of the assemblies that are repairable, inspection of the components of repairable assemblies, repair the assemblies by replacing the worn-out parts, replacement of assemblies with new ones that are not repairable, 100% replacement of parts that have limited shelf-life/life (gaskets, seals, rings, bearings, fasteners. washers etc), testing of assemblies, integration in tank, testing of systems of the tank, testing complete tank and Quality Assurance by the buyer, in accordance to the governing specifications.

India-France defence ties take a bigger leap

India and France have announced a “defence industrial roadmap” for cooperation on defence production, for future collaboration on “co-design and co-development” of military hardware, as well as key agreements on space cooperation, officials said. The roadmap was part of a number of agreements between the two countries that were sealed during talks between Prime Minister Narendra Modi and French President Emmanuel Macron in Jaipur on January 25, that will also bring some parity with the India-U.S. defence production plan finalised last year. 

However, differences over some of the language on the roadmap held up a “joint statement” between them for several hours on January 26 before it was released.Mr. Macron was in Delhi as part of a short 30-hour visit to India, and was accompanied by a delegation of 40 officials, including his new Minister for Foreign Affairs Stéphane Séjourné, and Ministers of Defence and Culture. 

The two sides also signed a new agreement for a defence-space partnership that will see them collaborate on “space situational awareness”, and an MoU on coordinating on satellite launches, along with other agreements on partnerships in energy, digital health, agriculture, and education.

Airbus-TATA chopper deal

While the two countries did not announce any progress on negotiations for the big-ticket government-to-government deals on fighter-jets, engines and submarine that were announced during Mr. Modi’s visit to Paris last July, officials said that at least one joint venture for the local manufacture of civilian helicopters was agreed between Airbus and TATA during the visit. Two mega multi-billion dollar defence deals in the pipeline between the two countries — the 26 Rafale-M fighter jets for the Indian Navy’s aircraft carriers, and three additional Scorpene-class conventional submarines — are currently in the cost negotiation phase, sources said. As reported by The Hindu earlier, the deals could be ready for conclusion by year-end.

“The focus and priority of the [industrial defence] roadmap is to actually identify opportunities for partnership in the defence industrial sector that prioritises co-designing, co-development, co-production and also build the defence supply chains between the two countries so that they can fulfil the defence needs of not only India and France but also be a useful contributor in the security partnership with other countries who might be need similar products,” said Foreign Secretary Vinay Kwatra. Giving details of the roadmap, he identified domains of collaboration ranging from aircraft to land and maritime warfare, especially underwater domain awareness, to space, robotic technology, cyber-defence, and artificial intelligence-led vehicles.

Press visa restrictions

Mr. Kwatra added that the French government had also raised the issue of a French journalist who could be deported after she was handed a notice by the government, but insisted that this was a matter of “compliance of the rules”. On Friday, at least 30 foreign correspondents based in India issued a letter of protest over the case, saying that they were all “grappling with increased visa restrictions in recent years”, and appealing to the government to help “facilitate the vital work of a free press in line with India’s democratic traditions”. 

The two sides did not report any breakthrough on the civil nuclear cooperation agreement to build reactors at Jaitapur that was first signed in 2009, and saw a techno-commercial offer made by French company EDF in 2020. When asked by The Hindu about the reasons for the delay, Mr. Kwatra said that “technical and engineering elements”, putting a financing mechanism into place, and ensuring localisation of supplies were still being discussed between EDF and the Nuclear Power Corporation of India Ltd (NPCIL).

Strategic partnership

The defence industrial roadmap with France that “prioritises co-designing, co-development, co-production” mirrors India’s joint efforts with the U.S. for co-design and co-development of military systems. However, with France, the depth of the strategic partnership is reflected in the co-design efforts and France’s willingness to transfer jet engine technology that only a handful of countries possess. 

India-France ties are believed to have been strengthened by Mr. Macron’s acceptance of Mr. Modi’s Republic Day invitation, made only about a month in advance after U.S. President Joe Biden expressed his inability to come to India for Republic Day and the Quad Summit. This was Mr. Macron’s third visit to India, the seventh time he has met Mr. Modi since January 2023, and the sixth time a French President has been invited to Republic Day, the maximum number for any country.

“[The meetings are] a clear reflection of the importance attached by both the leaders to this partnership, as also the intensity of high-level supervision and direction to the relationship,” Mr. Kwatra added.

In honour of the visitor, the heart of the national capital was decorated with hundreds of life-size posters showing Mr. Modi and Mr. Macron posing together.

The Enforcement Directorate on Tuesday raided multiple locations in Chandigarh, Mohali and Panchkula and a location in Himachal Pradesh as part of a money-laundering probe linked to an alleged fake refund scam in the Haryana Urban Development Authority (HUDA), official sources said.

As many as 18 premises in these places are being searched by the officials of the federal probe agency, they said.

A location in Himachal Pradesh’s Solan district is also being covered.

The probe pertains to an ED case, registered under the Prevention of Money Laundering Act (PMLA), linked to an alleged Rs 70 crore fake refund scam in the HUDA, sources said.

Navy Will Be Appointing Women Agniveers On Ships Next Month

The first batch, comprising 273 women Agniveers, will head out to their respective postings based on their profession once they complete their shore-based attachment.

New Delhi: More than 1,000 women Agniveer sailors have been inducted by the Indian Navy, and several of them are set to be deployed on board ships beginning next month, ThePrint has learnt.
Sources in the defence and security establishment said more than 700 women were part of the first two Agniveer batches. Once the third batch passes out in March, the number will go past 1,000.

The first batch, comprising 273 women Agniveers, will head out to their respective postings based on their profession within the Navy once they complete their shore-based attachment, the sources said. 

“Some of these women will then get deployed on board ships as junior-most sailors by the end of February or beginning of March this year,” a source said.

Women sailors will, however, not be deployed on submarines as of now.

On ships, the most junior sailor can be involved in different areas, including gunnery, anti-submarine warfare, communications, operations, electrical and engineering branches, systems controls, and logistics. 

They are also required to carry out sentry duties such as basic handling of small arms and firefighting.

When Agniveers pass out of their ab initio training institute — INS Chilka — they undergo a two-week mandatory ship-orientation programme. After this, they are sent to professional training establishments. They are then required to complete the shore-based attachment. 

Shore-based attachments are a type of hands-on training that the sailors undergo before being assigned postings. The ones who are not deployed on board ships carry out different shore-based duties.

The second batch of the Navy’s women Agniveers is completing its professional training. The third will pass out in March.

Women in the Navy

Agniveers are part of the Agnipath scheme launched by the central government in 2022, where men and women can join the armed forces for a period of four years.

The Indian Navy has inducted women in all branches. As of now, there are 680 women officers in the Navy.

Navy chief Admiral R. Hari Kumar, during his annual press conference in December last year, said the force had appointed its first-ever woman officer to take over the command of the warship INS Trinkat, a fast-attack craft based in the western seaboard, as part of its “all roles-all ranks” effort to deploy women in the service.
