How The Implementation Of CAA Affects Matuas, Hindu Refugees From Bangladesh

The implementation of the Citizenship Amendment Act could sway the elections in West Bengal where the Matua community — Hindu refugees from Bangladesh — form the state’s second-largest SC population.

Hindu Refugees

In Short

  • Matua community celebrates implementation of Citizenship Amendment Act
  • Implementation could impact upcoming elections, Matuas form substantial SC population
  • Several members of Thakur family, Matua sect founder active in politics.

The central government on Monday announced the implementation of the Citizenship Amendment Act (CAA), a move sought by the Matua community in West Bengal, a Hindu sect of refugees who migrated from Bangladesh.

The community has been demanding the implementation of the act which will provide Indian citizenship to migrants from Afghanistan, Bangladesh, and Pakistan who belong to Hindu, Sikh, Jain, Parsi, Buddhist, and Christian communities.

Classified as a Scheduled Caste (SC), Matuas are Namasudras or lower caste Hindu refugees who have migrated to West Bengal from neighbouring Bangladesh (erstwhile East Pakistan).

The implementation of the Citizenship Act could have a significant impact on the upcoming elections as Matuas form West Bengal’s second-largest Scheduled Caste population.

The community mostly resides in the North and South 24 Parganas districts and across the bordering districts like Nadia, Howrah, Cooch Behar, North and South Dinajpur and Malda.

The Namasudras constitute 17.4 per cent of the total SC population in West Bengal, the second-largest in the state after the Rajbanshis in North Bengal.

An overwhelming majority of Bengal’s 1.8 crore SC population are Hindus (99.96 per cent). Of its 42 Lok Sabha seats, Bengal has 10 seats reserved for Scheduled Castes, of which the BJP bagged four – Coochbehar, Jalpaiguri, Bishnupur and Bongaon in 2019.

POLITICAL LEGACY OF MATUAS

The Matua sect was founded by Harichand Thakur and his descendants, who reside in the North 24 district, has a long association with politics.

Harichand’s great-grandson Pramatha Ranjan Thakur became a member of the West Bengal legislative assembly as a Congress candidate in 1962. It was PR Thakur’s widow, the centenarian Binapani Devi, who until recently, was the mascot of the community.

In recent years, multiple members of the Thakur family have tried their luck in politics, backed by their standing in the Matua Mahasangha—the apex body of the sect.

Binapani Devi’s eldest son, Kapil Krishna Thakur, was the TMC MP from Bongaon in 2014. His younger brother Manjul Krishna became a TMC MLA from Gaighata in 2011.

Manjul’s elder son Subrata Thakur contested the Bongaon bypoll in 2015 on a BJP ticket after the sudden demise of his uncle, TMC MP Kapil Krishna Thakur.

Challenging him was his aunt Mamata Bala Thakur, Kapil Krishna’s widow, who eventually retained the seat for the TMC.

In 2019, Santanu Thakur, son of Manjul Krishna, won the Bongaon Lok Sabha seat for the BJP. He is currently the Union Minister of State for Shipping in the Modi government.

Subrata Thakur, another son of Manjul Krishna, is the BJP MLA from Gaighata assembly seat in the same region.

CAA Rules Notified: BJP fulfils another promise made in 2019 poll manifesto!

The BJP expects to reap dividends from the announcement made on Monday in Assam, Punjab and West Bengal.

CAA Rules Notified

The Bharatiya Janata Party (BJP) has fulfilled yet another promise made in its 2019 election manifesto with the notification of the rules for the implementation of the Citizenship Amendment Act (CAA) ahead of the upcoming Lok Sabha polls that will set in motion the process of fast-tracking citizenship rights for persecuted minorities from the neighbourhood.

“The Modi government today notified the Citizenship (Amendment) Rules, 2024. These rules will now enable minorities persecuted on religious grounds in Pakistan, Bangladesh and Afghanistan to acquire citizenship in our nation. With this notification PM Shri @narendramodi Ji has delivered on another commitment and realised the promise of the makers of our constitution to the Hindus, Sikhs, Buddhists, Jains, Parsis and Christians living in those countries,” Union home minister Amit Shah posted on X (formerly Twitter) shortly after the announcement.

The BJP expects to reap dividends from the announcement made on Monday in Assam, Punjab and West Bengal. In West Bengal, where the Matua community counted among Scheduled Castes migrated from Bangladesh mainly because of religious persecution, the government promised the implementation of CAA to placate the community that has been on the fringes of economic and social growth.

The party is also hoping to earn support from Sikhs who migrated to India from Afghanistan and about 500 Hindu families who have arrived in batches from Pakistan and are spread over Delhi and Rajasthan. There is no data on how many families will benefit from the law. The government stated in Parliament in 2019 that 1,595 Pakistani and 391 Afghan migrants of all religions have been granted Indian citizenship between 2016 to 2018.

“Provision for capturing online citizenship data of migrants from minority communities namely Hindu, Sikh, Buddhist, Jain, Parsi and Christian hailing from Afghanistan, Pakistan and Bangladesh was introduced in 2018. As per the available data, 295 Hindus and Sikhs from Afghanistan and Pakistan have been granted Indian Citizenship since then,” Union minister Kiren Rijiju has said in a written reply.

Apart from the commitment to construct a Ram Temple and remove the provisions of Article 370 from Jammu and Kashmir, which gave the erstwhile state special status, the party’s election manifesto spelt out the BJP’s commitment for giving Hindus, Jains, Parsis, Buddhists, Christians and Sikhs, who were persecuted in countries such as Pakistan, Afghanistan and Bangladesh a place in India and the rights to become a citizen. It will benefit who entered India on or before December 31, 2014.

The party has met all three promises, although the pending promise of implementing a uniform civil code is being implemented by separate BJP-ruled states. While the Bill to read down Article 370 was passed in Parliament in August 2019, the consecration of the Ram temple took place on January 25.

“We are committed to the enactment of the Citizenship Amendment Bill for the protection of individuals of religious minority communities from neighbouring countries escaping persecution,” the 2019 manifesto had said.

The party also clarified that it would address the concerns of the locals in the northeastern states that had apprehensions regarding the legislation. There were widespread protests against the provisions of the law after Parliament passed it in December 2019. “We reiterate our commitment to protect the linguistic, cultural and social identity of the people of Northeast,” the manifesto had said.

In the wake of protests from minorities in India that perceived CAA and the proposed national register of citizens (NRC) to impinge on their rights and identity, the BJP led outreach campaigns to assuage fears that the new law will take away their rights.

“The implementation of the CAA was intended to help those minorities who had nowhere else to go, but could count on India as their natural homeland. Take for instance the Hindus in Pakistan and Bangladesh who have been at the receiving end of extremist policies and the Sikhs who had to flee Afghanistan after the Taliban take over,” said a functionary of the Rashtriya Swayamsevak Sangh (RSS), the ideological fount of the ruling BJP that has rallied support for the implementation of the law.

The Vishwa Hindu Parishad, an affiliate of the RSS, said that it will provide all help to refugees to complete the formalities of applying for citizenship. “This is in accord with the Indian tradition of giving refuge, respect and dignity to all those who suffer indignities outside and seek the shelter of Mother India,” its international working president Alok Kumar said.

While states such as West Bengal, Kerala, Madhya Pradesh (then under Congress rule), Punjab, Rajasthan and Tamil Nadu passed resolutions against the Act in 2019, on Monday West Bengal chief minister Mamata Banerjee said the notification of the rules is timed with the impending elections.

“This law was passed in 2020. After multiple extensions in four years, its implementation two to three days before the election announcement shows that it is being done for political reasons,” she said.

The Congress also linked the timing to elections. “It has taken four years and three months for the Modi Government to notify the rules for the Citizenship Amendment Act that was passed by the Parliament in December 2019. The Prime Minister claims that his Government works in a business-like and time-bound manner. The time taken to notify the rules for the CAA is yet another demonstration of the Prime Minister’s blatant lies,” Congressman Jairam Ramesh said in a post on X.

After seeking nine extensions for the notification of rules, the timing right before the elections is “evidently designed to polarise the elections, especially in West Bengal and Assam” and to manage the headlines after the Supreme Court’s severe strictures on the “Electoral Bonds Scandal.”

Electoral bonds: Supreme Court rejects SBI’s plea, orders it to furnish details tomorrow!

Electoral bonds: The Supreme Court also ordered the Election Commission to put the information released by SBI on its website by 5 pm on March 15.

New Delhi: The Supreme Court on Monday rejected the State Bank of India’s (SBI) plea seeking more time to furnish the details of electoral bonds to the Election Commission and ordered the country’s biggest bank to submit the same by the business hours of March 12, Tuesday. The apex court also ordered the poll panel to put the information on its website by 5 pm, March 15.

The court has warned the SBI chairman and managing director that they will face contempt proceedings if its order is not complied with within the timeline.

In a landmark verdict delivered on February 15, a five-judge Constitution bench scrapped the Centre’s electoral bonds scheme that allowed anonymous political funding, calling it “unconstitutional”.

The Supreme Court had ordered the SBI to disclose details on donors, the amount donated by them and the recipients, by March 13.

The SBI last week requested the court to extend the deadline for the disclosure of the details of the bond to June 30.

Today, a bench comprising CJI DY Chandrachud and justices Sanjiv Khanna, B R Gavai, J B Pardiwala and Manoj Misra, pulled up the bank, saying what was it doing over the last 26 days.

“In the last 26 days, what steps have you taken? Your application is silent on that,” the bench said.

The SBI has to just open the sealed cover, collate the details and give the information to the Election Commission, the bench added.

Senior advocate Harish Salve, appearing for the SBI, argued in the court that the bank needed more time to collate the details and match them as the information was kept in two different silos in its branches.

He further said the SBI would need at least three weeks to complete the exercise.

In response, the court said it only asked SBI to do a plain disclosure.

After SBI sought an extension of the deadline earlier this month, Congress chief Mallikarjun Kharge had said the BJP government was using the bank as a shield for its “dubious dealings”.

“The Modi government is using the largest bank of our country as a shield to hide its dubious dealings through Electoral Bonds… the BJP wants it to be done after the Lok Sabha elections. The tenure of this Lok Sabha will end on 16th June and SBI wants to share the data by 30th June,” Kharge had said.

Trust deficit between farm Unions once again comes to fore during Rail Roko stir!

Sharp differences among farmer union leaders resurfaced during ‘rail roko’ in Punjab. Lack of unity blamed as trust deficit widens. Leaders clash publicly.

farm Unions

Bathinda Sharp differences among the farmer union leaders cropped up once again even as they worked together to make ‘rail roko’ a success across the state on Sunday.

Leaders of five constituents of SKM and SKM (non-political) disrupted trains separately as a part of their agitation from 12 pm-4 pm, but the trust deficit among the farm bodies once again came to the fore as both groups blamed each other for lack of unity as was witnessed during the stir against now repealed three farm laws.

The stir had a wide-ranging impact with the schedule of trains affected in different parts of the state but in public addresses leaders from both the constituents, SKM and SKM (non-political), didn’t hold back in throwing punches at each other.

In their public addresses, leaders of Samyukt Kisan Morcha (SKM), an umbrella body of several unions across the country, hit out at the ‘SKM (non-political), currently spearheading agitation at Shambhu and Khanauri borders, indicating that there was no scope for joining hands with them to fight for farmers’ demands.

Leaders of Bharti Kisan Union (Ekta Ugrahan) said five unions who have come out in support of rail roko are getting no response from SKM (non-political) leaders Jagjit Singh Dallewal and Kisan Mazdoor Morcha chief Sarwan Singh Pandher.

BKU Ugrahan faction general secretary Sukhdev Singh Kokrikalan said four other unions namely the Dhaner faction of BKU (Dakaunda), Krantikari Kisan Union, BKU (Malwa- Heerke) and BKU (Doaba-Sangha) jointly blocked railway lines in 10 districts for four hours but are in no way joining the stir at the Haryana borders till their leaders come on a common platform.

Dallewal, while addressing a gathering of protesters at Multania bridge in Bathinda city didn’t hold back and blamed the leaders of other farmer unions (SKM) for not taking up the demand of a legal guaranteed purchase of all crops at MSP (minimum support price).

“During the agitation of 2020-21, the unions fought against three farm laws but the issue of assured purchase of crops on MSP was surprisingly put on the backburner. The SKM (non-political) was forced to re-launch the agitation last month as the farmers were not getting MSP for their produce. The fight will continue as we have overwhelming support from different states,” Dallewal said.

SKM, a front led mainly by the left-leaning leaders said it’s working hard to bring all unions on a common platform but isn’t getting any response from Dallewal and Pandher.

Joginder Singh Ugrahan, president, BKU (Ekta Ugrahan), while addressing a protest at Sangrur Railway Station, said that they have not joined the Rail Roko because of Pandher and Dallewal.

“We are protesting for farmers of Punjab. It is to them that we are answerable. Even if Dallewal and Pandher don’t want to talk to us, we will continue to protest even if we haven’t given any call,” Ugrahan said.

State vice president of BKU Ugrahan, Jhanda Singh Jethuke said it seems the Dallewal is adamant against unity.

“Dallewal’s letter to our initiative to bury the differences was received yesterday. Content of the letter hinted at his refusal to join hands while Pandher also seems non-committal on coordination plan for protests,” Jethuke said it at a protest rally on the railway lines in Bathinda.

He said the SKM (non-political) and KMM did not respond to the key suggestion oftargeting the Bharatiya Janata Party (BJP) to press theCentre government to meet various demands including MSP for all crops based on the Swaminathan formula of C2+50 (input cost of capital+50%), legal guarantee of procurement, debt waiver, no hike in electricity tariff and no smart metres.

“It is surprising that SKM (non-political) and KMM are no longer raising demand to book Haryana chief minister, home minister and state DGP for the death of Shub Karan Singh in police action at Khanauri border. At the bhog ceremony of Shubh Karan on March 3, Dallewal and KMM did not allow senior SKM leaders to address the gathering and it gave a hint to their stance on unity,” Jethuke added.

He added that the SKM has not contacted Dallewal and Pandher to join the protest in Delhi on March 14.

“After February 13, both leaders again gave a call of ‘Delhi Chalo’ for March 6 while ignoring SKM’s already announced protest in the national capital on Thursday. SKM is still trying to take them all along but various developments show their lack of interest.

BJP’s ‘Minority’ jibe amid Rahul Gandhi’s Lok Sabha re-election bid from Wayanad!

There is speculation that Rahul Gandhi may also fight from Uttar Pradesh’s Amethi.

The Bharatiya Janata Party (BJP) on Friday reacted to Congress leader Rahul Gandhi’s decision to re-contest from Kerala’s Wayanad in the coming Lok Sabha elections.

Former union minister and BJP leader Ravi Shankar Prasad questioned why Gandhi was not contesting elections from Amethi.

He also alleged that Gandhi is contesting the Lok Sabha polls from Wayanad due to the Congres party’s dependence on minority politics.

“He (Rahul Gandhi) claims that the entire nation is in Congress’ favour then why he is not contesting elections from Amethi?” Prasad was quoted as saying by ANI. “He went to Wayanad because the minorities are in the majority there. Congress’ whole politics is dependent on minorities.”

Rahul Gandhi is set to contest from Kerala’s Wayanad seat again in the 2024 Lok Sabha polls, the party’s central election committee (CEC) decided on Thursday evening, people aware of developments said.

There is speculation that Gandhi may also fight from Uttar Pradesh’s Amethi, a seat he won in 2004, 2009 and 2014 before losing in 2019, said the people cited above, though seats from the state were not discussed in Thursday’s meeting.

Congress CEC meeting

Besides Rahul Gandhi, the names of about 50 candidates were cleared by the Congress CEC in its first meeting on Thursday to finalise names for the 2024 Lok Sabha elections.

Congress MP Shashi Tharoor’s name was cleared from Thiruvananthapuram. Former Chhattisgarh CM Bhupesh Baghel, and former deputy CM of Rajasthan, Sachin Pilot, were asked to contest the polls. Both of them were present at the CEC meeting. Jyotsna Mahant’s name was cleared from Chhattisgarh.

Congress president Mallikarjun Kharge, former party chief Sonia Gandhi, general secretary KC Venugopal attended the meeting while Rahul Gandhi joined the meeting via Zoom.

After the CEC meeting, Sachin Pilot said a detailed discussion was held over each seat and the decision will be announced soon. “Whichever person is in the position to win will be asked to contest,” Sachin Pilot said.

LPG cylinder price cut on Women’s Day: PM Modi said the decision will significantly ease the financial burden on millions of households.

PM Narendra Modi

New Delhi: Prime Minister Narendra Modi today announced a major reduction in the prices of domestic gas cylinders. Announcing his government’s decision on International Women’s Day, PM Modi said the prices of domestic gas cylinders will be slashed by ₹100. He said the decision will significantly ease the financial burden on millions of households.

PM Modi said the move will especially benefit the women of the country.

“Today, on Women’s Day, our Government has decided to reduce LPG cylinder prices by Rs. 100. This will significantly ease the financial burden on millions of households across the country, especially benefiting our Nari Shakti,” he wrote on X.

PM Modi said by making cooking gas affordable, his government wants to ensure a healthier environment. He said the Centre’s decision will empower women.

“By making cooking gas more affordable, we also aim to support the well-being of families and ensure a healthier environment. This is in line with our commitment to empowering women and ensuring ‘Ease of Living’ for them,” he added.

Meanwhile, in a related decision, the Central government on Thursday announced the extension of ₹300 per LPG cylinder subsidy to poor women under the Ujjwala Yojana for the next fiscal starting April 1.

The government in October last year hiked the subsidy from ₹200 per 14.2-kg cylinders for up to 12 refills per year to ₹300 per bottle. The ₹300 per cylinder subsidy was for the current fiscal, which ends on March 31.

Opposition attacks government

NCP (SCP) MP Supriya Sule called the announcement ‘jumla’.

“I am not surprised at all. Look at the timing. They have been in power for the last 9 years. Why didn’t they think of this earlier? Just when the election, I mean it will probably be announced in the next 5 or 6 days, “yeh aur ek jumla hai”…In our government, the cylinder was ₹430. Why don’t they match it?,” she said.
