Prime Minister Narendra Modi will on Wednesday address an election meeting in Andhra Pradesh’s Annamayya district and hold a roadshow at Vijayawada in NTR district.

The meeting is scheduled around 2 pm at Kaliri near Rajampeta while the roadshow is expected to commence around 5 pm from the Indira Gandhi Municipal Stadium on Bandar Road in Vijayawada.

Wednesday’s public meeting is going to be Modi’s third in the southern state in the run-up to the simultaneous Lok Sabha and Assembly polls on May 13.

It comes in the wake of two recent meetings at Rajamahendravaram and Anakapalli recently, preceded by the first NDA election meeting at Boppudi village in Palnadu district’s Chilakaluripeta Mandal on March 17 after the announcement of the election schedule on March 16.

N Kiran Kumar is the BJP’s Lok Sabha candidate from the Rajampeta constituency. He will take on the YSRCP’s P Mithun Reddy, while the TDP’s K Sivanath will take on his brother K Srinivas from the ruling party in the Vijayawada Lok Sabha seat.

As part of a seat-sharing deal among NDA partners, the TDP was allocated 144 Assembly and 17 Lok Sabha constituencies while the BJP will contest from six Lok Sabha and 10 Assembly seats.

The Janasena will contest two Lok Sabha and 21 Assembly seats.

Election results will be declared on June 4.

In India, more than 100 million voters participated in the Lok Sabha election first phase. The estimated turnout ranged from 64 to 65%. There were reports of violence in various areas.

In the first phase of the Lok Sabha polls on Friday, over 100 million voters from 21 states and Union territories exercised their right to vote in 102 constituencies, marking the start of the largest democratic exercise in history, which will see nearly a billion people cast ballots over the next six weeks.

According to a top Election Commission of India (ECI) official, the preliminary turnout was between 64% and 65%.

The lowest turnout was reported from Nawada in Bihar, where Vivek Thakur (BJP), Shravan Kushwaha (Rashtriya Janata Dal), and Ranjit Kumar (Bahujan Samaj Party) are in contest.

The first phase — which is also the largest of seven phases — saw all seats from Tamil Nadu, Uttarakhand, Arunachal Pradesh, Mizoram, Nagaland, Meghalaya, Sikkim, Andaman and Nicobar, Lakshadweep and Puducherry go to the polls.

The other six phases will take place over the next six weeks, with the results on June 4. Prime Minister Narendra Modi is seeking a historic third consecutive term, hoping to become only the second PM after Jawaharlal Nehru to achieve this feat.

Focus was also on the 12 Lok Sabha seats in Rajasthan, where the other 13 go to the polls in the next phase. The BJP had swept Rajasthan in 2019 and is contesting all seats. The Congress, on the other hand, is contesting 22 and left three for its alliance partners Rashtriya Loktantrik Party (RLP), Communist Party of India (Marxist), and Bharat Adivasi Party (BAP). The state recorded a turnout of 57.3%, compared to 63.9% in 2019.

In Uttar Pradesh, eight seats in the western part of the state went to the polls. The state recorded a turnout of 59.8%, compared to 66.6% in 2019.

In Assam, five of the 14 seats went to the polls. The state recorded a turnout of 72.4%, but a comparison with previous elections was not possible because of seats being redrawn.

In the Maoist-ravaged Bastar, an assistant commandant of the Central Reserve Police Force (CRPF) sustained injuries when a pressure cooker bomb planted by Maoists exploded and a CRPF jawan died in an accidental grenade explosion during an area domination exercise.

The seat — the only one to go the polls in Chhattisgarh on Friday — recorded a turnout of 67.1%, compared to 66.2%in 2019.

For the first time, people in 56 villages in Bastar in Chhattisgarh cast their vote in polling booths set up in their villages, said the poll body in its statement.

The poll body pointed out that in Andaman and Nicobar Islands, voters belonging to the tribal communities came out in large numbers. The Shompen tribe of Great Nicobar made history by casting a vote for the first time.

The Bharatiya Janata Party (BJP) has fulfilled yet another promise made in its 2019 election manifesto with the notification of the rules for the implementation of the Citizenship Amendment Act (CAA) ahead of the upcoming Lok Sabha polls that will set in motion the process of fast-tracking citizenship rights for persecuted minorities from the neighbourhood.

“The Modi government today notified the Citizenship (Amendment) Rules, 2024. These rules will now enable minorities persecuted on religious grounds in Pakistan, Bangladesh and Afghanistan to acquire citizenship in our nation. With this notification PM Shri @narendramodi Ji has delivered on another commitment and realised the promise of the makers of our constitution to the Hindus, Sikhs, Buddhists, Jains, Parsis and Christians living in those countries,” Union home minister Amit Shah posted on X (formerly Twitter) shortly after the announcement.

The BJP expects to reap dividends from the announcement made on Monday in Assam, Punjab and West Bengal. In West Bengal, where the Matua community counted among Scheduled Castes migrated from Bangladesh mainly because of religious persecution, the government promised the implementation of CAA to placate the community that has been on the fringes of economic and social growth.

The party is also hoping to earn support from Sikhs who migrated to India from Afghanistan and about 500 Hindu families who have arrived in batches from Pakistan and are spread over Delhi and Rajasthan. There is no data on how many families will benefit from the law. The government stated in Parliament in 2019 that 1,595 Pakistani and 391 Afghan migrants of all religions have been granted Indian citizenship between 2016 to 2018.

“Provision for capturing online citizenship data of migrants from minority communities namely Hindu, Sikh, Buddhist, Jain, Parsi and Christian hailing from Afghanistan, Pakistan and Bangladesh was introduced in 2018. As per the available data, 295 Hindus and Sikhs from Afghanistan and Pakistan have been granted Indian Citizenship since then,” Union minister Kiren Rijiju has said in a written reply.

Apart from the commitment to construct a Ram Temple and remove the provisions of Article 370 from Jammu and Kashmir, which gave the erstwhile state special status, the party’s election manifesto spelt out the BJP’s commitment for giving Hindus, Jains, Parsis, Buddhists, Christians and Sikhs, who were persecuted in countries such as Pakistan, Afghanistan and Bangladesh a place in India and the rights to become a citizen. It will benefit who entered India on or before December 31, 2014.

The party has met all three promises, although the pending promise of implementing a uniform civil code is being implemented by separate BJP-ruled states. While the Bill to read down Article 370 was passed in Parliament in August 2019, the consecration of the Ram temple took place on January 25.

“We are committed to the enactment of the Citizenship Amendment Bill for the protection of individuals of religious minority communities from neighbouring countries escaping persecution,” the 2019 manifesto had said.

The party also clarified that it would address the concerns of the locals in the northeastern states that had apprehensions regarding the legislation. There were widespread protests against the provisions of the law after Parliament passed it in December 2019. “We reiterate our commitment to protect the linguistic, cultural and social identity of the people of Northeast,” the manifesto had said.

In the wake of protests from minorities in India that perceived CAA and the proposed national register of citizens (NRC) to impinge on their rights and identity, the BJP led outreach campaigns to assuage fears that the new law will take away their rights.

“The implementation of the CAA was intended to help those minorities who had nowhere else to go, but could count on India as their natural homeland. Take for instance the Hindus in Pakistan and Bangladesh who have been at the receiving end of extremist policies and the Sikhs who had to flee Afghanistan after the Taliban take over,” said a functionary of the Rashtriya Swayamsevak Sangh (RSS), the ideological fount of the ruling BJP that has rallied support for the implementation of the law.

The Vishwa Hindu Parishad, an affiliate of the RSS, said that it will provide all help to refugees to complete the formalities of applying for citizenship. “This is in accord with the Indian tradition of giving refuge, respect and dignity to all those who suffer indignities outside and seek the shelter of Mother India,” its international working president Alok Kumar said.

While states such as West Bengal, Kerala, Madhya Pradesh (then under Congress rule), Punjab, Rajasthan and Tamil Nadu passed resolutions against the Act in 2019, on Monday West Bengal chief minister Mamata Banerjee said the notification of the rules is timed with the impending elections.

“This law was passed in 2020. After multiple extensions in four years, its implementation two to three days before the election announcement shows that it is being done for political reasons,” she said.

The Congress also linked the timing to elections. “It has taken four years and three months for the Modi Government to notify the rules for the Citizenship Amendment Act that was passed by the Parliament in December 2019. The Prime Minister claims that his Government works in a business-like and time-bound manner. During his speech, he said that the third term of his government is not far and this time the National Democratic Alliance (NDA) will win 400 seats, and the Bharatiya Janata Party, individually will get 370 seats.

He said the work done by the government in its current term gave him confidence that in the third term of the NDA, India will become the world’s third-largest economy, up from its fifth position now.

“This is Modi’s guarantee,” he told legislators, citing the speed of work in the country that gave him confidence this target would be reached within the next five-year term if the NDA wins the national election.

PM Modi said that in the interim budget for 2014, the then finance minister had said India had become the world’s eleventh-largest economy and over the next three decades would become the third-largest economy.

“This meant that India would become the third-largest economy only by 2044. We are confident of achieving this feat in the government’s third term itself,” Modi said.

“Our third term will be full of big decisions…I had said from the Red Fort and also reiterated at the time of Ram Mandir Pran Pratishtha that I want to see the country prosperous and at the pinnacle of success for the next thousand years. The third term will be the time to lay a strong foundation for the next 1,000 years,” Modi said.

The Budget Session, which began on January 31, will be spread over eight sittings spread over 10 days and may conclude on February 9.
